Free Online VTT to SCC Converter
This browser-based converter reads timestamped WebVTT cue blocks, discards cue identifiers and cue settings, and writes a Scenarist_SCC V1.0 file containing basic pop-on caption data. Text is encoded as hexadecimal byte pairs, timing is quantized to a 29.97 fps frame grid, and characters outside the printable ASCII range are replaced with question marks.

VTT vs SCC Technical Specifications
VTT
VTT (WebVTT) is a text subtitle format for web video. A VTT file starts with a WEBVTT header and uses HH:MM:SS.mmm --> HH:MM:SS.mmm cue timing. It can also contain cue identifiers, cue settings, inline tags, NOTE blocks, and style metadata.
SCC
SCC (Scenarist Closed Captioning) represents CEA-608 caption data as hexadecimal byte pairs paired with HH:MM:SS:FF timecodes. SCC output from this converter includes the Scenarist_SCC V1.0 header, basic pop-on control codes, and printable ASCII caption text.
Format Differences
Conversion Troubleshooting & Gotchas
Practical solutions for player compatibility, character encoding, and timing synchronization
Subtitle timing drifts or appears out of sync on media players
Video files frequently differ in framerate (e.g., 23.976 fps vs 25 fps). If the timing drifts steadily, use our Subtitle Sync tool to adjust the global offset or framerate stretch.
Characters appear as garbled symbols or question marks (Mojibake)
Legacy files saved in Windows-1252, Shift-JIS, or GBK may render incorrectly. Our exporter standardizes output to clean UTF-8. Use our Subtitle Encoding Converter if the source file is corrupted.
Overlapping captions when multiple speakers talk simultaneously
Different formats handle overlapping dialogue differently. If your target player cannot render stacked cues cleanly, open the file in our Subtitle Editor to adjust individual cue timings.
Video editing software (Premiere, DaVinci, Final Cut) rejects the file
Professional NLE software enforces strict syntax rules. Our converter eliminates malformed line breaks and non-standard tags, producing clean, standardized files.

Why Convert?
Common Use Cases
Basic Caption Draft
Create a basic SCC draft from web captions before checking it in dedicated caption software.
Tool Interchange
Move timestamped VTT cues into a caption workflow that accepts Scenarist SCC input.
Text Simplification
Convert multiline Unicode web subtitles into single-line printable ASCII caption data when that restriction is acceptable.
Web and Caption Copies
Keep a VTT version for web playback while producing a basic SCC copy for another workflow.
Offline Conversion
Process subtitle files locally when uploading program captions to another service is not appropriate.
Timing Review
Quantize millisecond VTT timing to a 29.97 fps frame grid for caption-oriented review.

How It Works
- 1
Select or drop a .vtt file; its contents stay on your device.
- 2
The parser finds timestamped cue blocks and reads their text.
- 3
Cue identifiers and cue settings such as line, position, and align are discarded.
- 4
Cue line breaks become spaces, and non-printable-ASCII characters become question marks.
- 5
The text is encoded as CEA-608-style hexadecimal byte pairs with pop-on control codes.
- 6
Timing is written on a 29.97 fps frame grid in a Scenarist SCC file.

Frequently Asked Questions
It preserves cue timing and text after conversion constraints are applied: line breaks become spaces, only printable ASCII can be encoded, and unsupported characters are replaced with question marks. VTT inline tags are treated as literal text rather than converted to CEA-608 styling.
Millisecond VTT timing is quantized to HH:MM:SS:FF values on a 29.97 fps frame grid. The output uses colon-separated frame values and does not add drop-frame metadata.
The output uses basic pop-on control codes. Roll-up and paint-on modes are not selectable in this converter.
Cue identifiers and settings such as line, position, size, and align are discarded. The generated SCC uses basic pop-on caption controls and does not map VTT positioning or alignment.
No. Tags such as italic, bold, or voice spans remain as literal source text if they are present in the parsed cue. They are not translated into CEA-608 mid-row or PAC control codes.
The generated caption data is limited to printable ASCII. Characters outside that range, including accented characters and CJK text, are replaced with question marks. Use a dedicated captioning workflow if full CEA-608 extended-character support is required.
